PhD research aimed at classifying the critical factors that enable the prediction of the success or failure of a development partnership. The study explores the application of Natural Language Processing, text mining, Machine Learning, and Shapley values to partnership evaluations, project ratings, and contextual data, returning the crucial factors and a predicted rating for a partnership. The study contributes a decision-support tool, increasing partner selectivity capacity, and eventually the development impact of new partnerships. As a result of this study, IEEE Access, a peer-reviewed scientific journal, published “Explainable Predictive Factors for Inter-Agency Partnership Success“, openly accessible at DOI 10.1109/ACCESS.2025.3547439. The PhD thesis was defended on March 13, 2025.
